Derived from the line structure shared by the GPEI SIA budget, the Gavi campaign operational-cost template and the ESPEN MDA budget, grouped per the Global Health Cost Consortium reference case. A country line that does not fit is a country code or text (extensible binding), never a new profile (cost-v1).

per-diem-incentive Per diems & incentives Per diems, allowances and incentives paid to vaccinators, CDDs, volunteers, supervisors and mobilizers — the largest financial line in most campaigns.
training Training Training of trainers, cascade trainings, venue, materials and participant allowances.
transport Transport & fuel Vehicle hire, fuel, motorbikes, boats, vaccine/drug transport to and within the district.
cold-chain Cold chain Ice packs, cold boxes, vaccine carriers, refrigerator fuel/power, cold-chain maintenance.
commodities Commodities The delivered product itself — vaccine, drugs, ITNs, insecticide, vitamin A — including freight and insurance. Excluded from delivery-only cost scope.
